Puppy problems?

I have a Shih Tzu cross malteses-that is a little over 6 months old now and I am having some problems with walking her lead will be quite embarrassing because he refused to walk by my side but sits down and refuses to move. or, the way he runs and early drags me to my second problem is toilet training, we are using the 'training Mats' to toilet train her for the pet shop keeper said he will automatically do his business there as the smell will attract him. hasn't it works: his poo is often next to the mat but never on. I is considering changing the practice taking him out to do his business but that was difficult, especially as it is winter and we have no fence around the yard. Can anyone help me with either problem? DO NOT recommend Puppy Training SCHOOL, AND THAT WE tried didn't WORK IT!

I would advise not using Puppy Pads (we never in our puppy Shih Tzu and he is close enough to be toilet trained right away) and either fence your yard or taking your puppy out of a lead to go potty (the snow too). I find that potty pads only confuse matters and pro-long toilet training. Leash walking for the problem, try putting led to her while she's at home and let him walk around with it for a while, and then pick it up and try to walk around his home. Keep training indoors and praise her when she walks with you. Then move out.
